Investing in Oregon real estate requires a clear understanding of the state’s regulatory environment.

Portland, Oregon
Navigating Oregon SB 608 & Local Rental Rules

Enacted as the nation’s first statewide rent control law, Senate Bill 608 (SB 608) significantly reshaped landlord-tenant dynamics across Oregon. For property owners, remaining compliant with both state legislation and city-specific regulations is vital to maintaining a successful investment portfolio.

Key Provisions of Senate Bill 608

SB 608 established two primary standards for residential tenancies:

  1. Statewide Rent Stabilization: Annual rent increases are capped at 7% plus the regional Consumer Price Index (CPI), maxing out at 10%. Landlords are restricted to one rent increase per 12-month period and must issue a minimum 90-day written notice. Properties constructed within the last 15 years are exempt from this cap.
  2. For-Cause Eviction Protections: After a tenant completes 12 months of occupancy, “no-cause” terminations are prohibited. Landlords may only end a tenancy for valid tenant violations or qualified landlord reasons—such as property repairs, selling to a buyer who intends to occupy the home, or moving an immediate family member into the residence. These qualified terminations require a 90-day notice and a mandatory relocation payment equal to one month’s rent.

Layers of Portland Regulations

While SB 608 sets the baseline for Oregon, local municipal rules add additional layers of compliance. In addition to state statutes, landlords must adhere to strict Portland regulations, including the city’s Mandatory Relocation Assistance Ordinance. Under local law, rent increases of 10% or more, non-renewals, or certain landlord-choice terminations can trigger required tenant relocation payouts ranging from $2,900 to $4,500 depending on unit size.

Practical Strategy for Investors

As an active investor who navigates these legal complexities firsthand, I understand the local policies as I invest in real estate in this market too. Balancing tenant protections with profitable asset management requires proactive planning, rigorous legal documentation, and expert guidance. By setting competitive initial rents and staying ahead of notice deadlines, investors can successfully scale their holdings throughout Oregon.
